As INGOs strive to stabilize their organizations amidst significant down-sizing, and foundations question where to direct funding to yield the greatest impact, Kevin Starr's recent article in Stanford Social Innovation Review (SSIR) argues that Mulago Foundation's strategy for scaling sustainable interventions is now the only practical way forward. In "Big Aid is Over," Starr posits that interventions must be designed for what domestic governments can and will pay for, to successfully scale international development work in the Global South.
