Latin America Funders Series: Conversation, Insights and Questions with Carlos Lamadrid

Carlos Lamadrid is a retired Foreign Service Officer with the U.S. Agency for International Development (USAID), where he led strategic development programs in more than 22 countries over a 20-year career. He most recently served as Senior Advisor for South America in USAID’s Bureau for Latin America and the Caribbean, where he coordinated high-level U.S. government engagement on alternative development programming in the Andes and irregular migration in the region.

Previously, Carlos oversaw foreign assistance planning for the Middle East and North Africa, and served in leadership roles at five overseas Missions—Peru, Afghanistan, Ethiopia, Pakistan, and Cambodia—guiding diverse teams on project design, budgeting, monitoring, and strategic communications.

Before joining the Foreign Service, Carlos worked with USAID implementing partners JSI and Abt Associates as a Technical Advisor, where he provided economic and geospatial analysis for large-scale health, agriculture, and economic growth programs across Latin America and Africa.
